As I use the long scale (based on powers of a million) as used in countries like Europe, I say it as: nine thousand billion (though some users of the long scale may say nine billiard).

Others, however, use the short scale (based on powers of a thousand) as used in countries like USA and so say it as: nine quadrillion.

Depending upon context I may also say it as: nine zero zero zero zero zero zero zero zero zero zero zero zero zero zero zero.
