You could write 'noviembre 12-16' or 'del 12 hasta el 16 de noviembre' (From 12th to 16th of November) If you wanted the numbers in words: 12 = doce 16 = dieciseis
If you mean 16,000 then that would be written out like this sixteen thousand.
You can write it as "13/16 in".
