Because sometimes the time is written 10.10 in countries other than the US (where it is written 10:10), this answer may have slipped by. My great-uncle was a jeweler and he told my mom (who doesn't lie) that there is an "unwritten law" that says watches and clocks in photographs/advertisements and in jewelry store windows should show the time as 10:10 because the hands form a "smile". This psychologically encourages people to buy the aforementioned. The worst time is 8:20 because it forms a "frown". Check out the ads in this Sunday's paper!
