In the decimal based system as we move to the right each digit is representing a multiple of a value one tenth the size as the digit to its left.

The first digit after the decimal point is representing how many tenths are in the number.

The second is representing hundredths (10 times as small as tenths)

The third is representing thousandths (10 times as small as hundredths).

So as the 5 is in the thousandths column, it represents 5 times one thousandth, in other words, five thousandths (5/1000).
