Yes they can be. There are text functions in Excel which can manipulate text, which is what labels are. Some of those functions can get numeric values, like the LEN function getting the length of a piece of text. That number could then be used in a calculation. So although it is not often done, there are times when labels can be used in calculations.

In a spreadsheet the data is the actual values that you type in, that are then used in calculations. So if you were to type in a list of 10 numbers and then type a formula to add the ten numbers, it is the ten numbers that are your data. The formula is using your data. You could have other formulas that work on those 10 numbers, like getting the average or the highest or lowest number in the list. None of those formulas are your data though, just the original 10 numbers. You could then type in other numbers or dates or text and they would all form part of your data. How are text labels used in Excel?
Text labels are usually used to indicate what values in other cells are. Beside a cell with a total, there could be label that says TOTAL for example. At the top of a column of numbers a label will be used to indicate what they values in that column are, such as SALES or WAGES etc. They can also be used as field headings and then used in doing some database operations within Excel. Labels can also be used in formulas, like by combining bits of text from different cells together.

If you type formulas with numbers directly into them, then every time you make changes to the spreadsheet, you will need to directly change the formulas too. It also makes them more difficult to copy. It also means that you will not see the figures that are in the formulas, just the result. If a formula references a cell, then you can see the figures that are used and the cells can be changed without having to adjust the formulas and the formulas can be copied to other cells and will look at the correct cells to do other calculations. For those and other reasons, you use cell references and not numbers in formulas where possible.
