Just three. The 2 and the 8 are significant because any non-zero number is always significant. The zero between the 2 and the 8 is significant because any zero between any non-zero number is significant. But the three zeros before the 2 are not significant because they're just placeholders.

There are three significant figures. This is because numbers in-font of the number which is larger than 0 ( in this case is the number 1 in 0.01 ) is not be counted into significant figures. And after the '1' is counted.

Two. Zeroes to the left of digits you know are significant do not count with one exception of zeroes between two whole numbers (ex: .0202, which has 3 sig figs).
