it rounds to that number because the number 4 is lower so they take that number out of the picture.

because the Corological hypothesis explains that in the rule of decimals and rounding, if a number is 5 and higher, the number that your rounding wil round UP but if it's below 5 your number will round DOWN. It is explained in the math rule of decimals.
