∙ 12y agoWell, even though this question is simple, the answer is impossibly complex. There have been studies done to attempt to determine the answer you seek but it is not really feasible to attempt to guess the number of fluent English speakers. Because of this difficulty, the estimated number ranges from 600 million to 1.8 billion. Like I said, the numbers are not very accurate and as you can see, they are vastly different. It is a little bit easier to determine the number of native English speakers (which makes sense to assume are fluent) and the numbers are a little more close together. Wikipedia gives the number of 328 million which I, personally, believe is rather low. I have seen it anywhere from 292 million to 410 million. So it is at least those estimates because those are only for native speakers. I personally believe that the number you seek is somewhere in between 850-950 million (if you say fluent is being able to live, communicate, and succeed in an English-speaking country with no issues).

In 2015, out of the total 195 countries in the world, 67 nations have English as the primary language of 'official status'. Plus there are also 27 countries where English is spoken as a secondary 'official' language.
