How do you adjust the governor on a golf cart?

After the carb has been adjusted to proper specs and is running ok you can adjust the governor by bending the wires to either up the rpm or to lower it.

Also a better way without ruining the wires is to adjust the small screw that holds the governor piece in place. You can loosen that screw and push or pull on the governor to adjust the rpm. Usually pushing the governor will increase the rpm. You can always readjust, so you don't have to ruin the metal pieces connecting the carb and the governor

Yes, in principle you can take a shaft out of one club and put it in another. If it's a steel shaft, it's almost certainly cheaper to just replace it with a new one. For graphite it's not beyond the capabilities of a well-equipped shop, but it would still probably be cheaper when it was all over to put a new one in the other clubhead. Unless it was a really special shaft. And I can't define "really special".

Si può cercare di migliorare prima con spostamenti di 0,25mm poi per la taratura più fine se l'ottica è molto buona e il tiratore altrettanto abile con spostamenti di 0,1mm. They are the same thing, in the UK we do not have different types of Golf ball from US ones. There is no difference.

The smaller British golf ball was banned from being used in the British Open in 1974, so it was gradually phased out as it was illegal in all of the majors after that. It was 1.62 inches in diameter as opposed to the USGA standard of 1.68 inches.

You would probably have a hard time getting the paint to stick to the stainless steel. It might work with good surface prep (sanding and cleaning) and a good primer.

If you painted the face you might also run afoul of Rule 4.2.b

Foreign material must not be applied to the club face for the purpose of influencing the movement of the ball.

You might get away with it since it's questionable whether paint would influence the movement of the ball, and on the matter of intent. It would depend on whether your rules committee enjoys calling ticky-tack fouls or not.
