That depends on the material in the cup.

One cup of water weighs about 8 oz., so 12 cups of water would weigh around 96 oz., or about 6 lbs.

One cup of sifted flour weighs on average 4 oz., so 12 cups of sifted flour would weigh about 48 oz., or only 3 lbs.

The problem here is that there are two definitions of the word 'ounce': the dry ounce (used for scales) which equals 1/16 of a pound, and the fluid ounce (used in measuring cups), which is the volume - not the weight - of one ounce of water. You can't directly compare weight with volume, unless you specify the material being measured.
