You don't need the middle step in the first answer. The prefix in the metric system is the direct multiplier or divider for the conversion. Here, as 'milli' means thousandths, we simply multiply the metres by 1000 to find the millimetres. Breaking the conversion into two or more steps, unless it really is an unwieldy size, increases the chance of error as well as being needless extra work.
