One litre of what? A litre is a measurement of volume - usually of liquid. A pound is a measurement of weight. The pounds per litre question would therefore depend on the substance being weighed eg a litre of molten lead would be far heavier than a litre of water. It's all to do with the density of the liquid.

It's about 1 liter of water that gives you a pound

I litre of water weighs 1kg, which is close to 2.2 pounds, not 1.
