7.92 US gal. U.S. gallons are different from imperial gallons. 1 Imperial gallon is equal to 4.54609188 litres and 1 US gallon is equal to 3.78541178 litres. Liters on the other hand are the same everywhere. One liter equals 0.26 U.S. gallon or 0.219 Imperial gallon.
First tell me the size of the waste basket, preferably in liters, though gallons would work also.
30 liters = 6.5990774 imperial gallons [UK] = 7.9251616 US gallons
About 6 and 3/4 gallons in a 30 liter tank (4.5 liters to a gallon).

You did not specify what units those numbers are describing, but I'll assume you meant inches, seeing as a trash can that is 20 cm high would be quite small, and one that is 20 ft. or 20 m high would be excessively large. Your trash can is 20*20*30= 12,000 cubic inches. A gallon is 231 cubic inches, so your trash can would hold 12,000/231= 51.948 gallons.
You can't. 30 gal. = 113.6 L. Those are pretty absolute measurements. . .
