If the prisoners don't run, it's easy, else it's impossible.
First a prisoner and a guard go to the other side, prisoner gets out, guard rows back to the rest
Second, a guard and a prisoner gets into the boat (so 1 prisoner, 2 guards stay on the original side), now the guard gets off and the prisoner rows back to the rest.
And this repeats till the end, where they don't have to row back
