From the question I notice a basic lack of understanding. Therefore I'd like to offer the following;

Metric is a decimal system working with forms like 1, 10, 100, 1000, 10000 etc.

If we use the meter as a basis, then a meter is equivalent to 100 centimeters or 1000 millimeters. Don't get confused here.

1 centimeter = 10 millimeters = 1/100th of a meter
10 centimeters is 100 millimeters = 1/10th of a meter (= 1 decimeter)
100 centimeters = 1000 millimeters = 1 meter

The same goes for Liters, and milliliters.
