1.5 cm = 25 miles

/1.5 /1.5

1cm = 16.6666..... or just 50/3 in a fraction form.

then 190 miles / 16.6666.... miles = 11.4

so it is 11.4 cm on the map.

Which has the smaller scale A map which 1 inch equals 100 miles or a map on which 1 inch equals 200 miles?

A map with 2000 miles per inch would cram more things into the inch than one that uses 1 inch for 1000 miles. So the map with the scale of 1 inch for 1000 miles would show more detail.
