Well, no - but yes.
All numbers that people would come across in ordinary life can certainly be so expressed. As can all numbers that most scientists (other than mathematicians) are likely to come across in the context of their profession. So, in normal circumstances, the answer is no.
But, with some very, very large numbers even the scientific notation becomes cumbersome.
For example, googolplex is 10 to the power of 100100 so, in scientific notation it would be 10 raised to the power of 1 followed by 100100 zeros. And there are larger numbers.
