Why do incoming waves bend toward the beach until they strike the shore head-on?

The speed of water waves is slower in shallower water. So for a wave approaching at an angle the parts closer to the beach move more slowly and the parts farther out catch up. It's a kind of refraction as in light. Similarly tidal waves out in deep oceans are barely observable. But as they approach land, the earlier parts slow up and the faster parts behind pile up.
