It is possible that an honest mistake could also be a human error, but those two phrases are not synonyms.
An 'honest mistake' implies that the perpetrator did not realise that she/he was making a mistake; that she/he acted in good faith; and that there was no deliberate attempt to mislead or offend. It is most often used as a defence when the perpetrator is being criticised for having made the mistake.
'Human error' implies that a person made a slip, for example when copying some details from a written source into another document. It is likely to happen in any process where human action is involved. It is saying that human beings are fallible, so we should take it for granted that mistakes will happen. It is often built in to calculations; for example, when producing statistics you could say that your results are only reliable to within 10% to allow for human error.
