To repeat numbers in a set is redundant- it does not change the set since a set is determined by its members.

Fir example {1,2,3} = {1,1,2,2,3,3 } .

In the second case you are merely repeating yourself. You are saying "I am thinking of a set in which 1 is a member and 1 is a member and 2 is a member and 2 is a member and 3 is a member and 3 is a member." Repeating yourself does not change the set.
