Yes. In any car. the simplest way is to buy or create a new dial. It's just a paper circle with numbers on it. You could easily make your own or do some Google searches. Another option is to buy a used speedo from UK eBay for example, but of course you only need the dial background not the whole speedo.

You don't need to change anything. Both speed ranges are on speedometer face.
