my understanding is location makes no differences. Contract states 56 hours (they can work you more) you must follow a direct order, but then file a grievance. One thing to think about tho is that if you file- later if things calm down with hours you will probably be the first to loose.

No. Paychecks are usually issued for the previous weeks work. You already worked those hours and should be paid for work completed. If you are in an union, ask for the steward and/or file a grievance. Other possible contacts would be Labor Relations office of the company you are working for. This is clearly an unfair labor practice.
