The colonists were good at making hats and made a lot of them. So many that the British feared they would cut into the British hat making industry. Thus, the British passed the Hat Act of 1732 to limit the number of hats colonists could make as well as the number of people who could be hired into the hat making businesses. This angered the colonists and was one of the many problems that led to the Revolutionary War.

A colonial hatmaker is called what?

A colonial milliner is, essentially, a hat man or woman. Depending on what the employer wishes, whether the product ordered is a hat or wig, the milliner follows several different procedures. For wigs, liquid and dry powers are used to shape the hair, which is most often horsehair or even human hair. For hats, the milliner measures the head, then manufactures a custom hat altered to the customer's wishes.

The Hat Act of 1732 forbade the export of beaver felt hats made in the American colonies. They were competing with British hat makers. American hat makers were angered over the Act. This was just another Act by Parliament that was one of the many causes leading to the American Revolution. Wikipedia has an article dealing with the Hat Act.
