SUBmerged means that the entire thing is completely UNDER the fluid surface.
IMmersed means that the thing has some part IN the fluid ... that is the part whose Volume displaces the fluid, which has buoyant force applied to it.
(So, "completely immersed" is not redundant, but it means "submerged")
