Three dollar bills exist but they were never issued by the US government, although the US issued a three dollar coin from 1854 to 1889. Earlier, some colonies printed three dollar bills. When banks were allowed to print money in the early days of the US, some printed legitimate, legal three dollar bills. The Confederacy also produced three dollar bills.

Three dollar bills have never been produced by the US Bureau of Printing and Engraving, nor have they ever been endorsed by the US Treasury. There have however been several 3-cent coins, including one called a 3-cent nickel. The production of $3 bills in the future s highly unlikely.

Another answer: Before the United States established standardized currency, various banks could issue their own currency. A few banks issued 3 dollar bills. Those were called in when the Federal Government began issuing its own currency. A few were not turned in and still exist.
Such a coin does not exist. The Australian "cent" coins were first introduced in 1966.
