Such as finding the slope of perpendicular lines and parallel lines, those topics are presented to you in Algebra 2 and if you understand them at least 45% then by the time you get to college algebra that knowledge will be reinforced

Somtimes there is very little difference! In College algebra you cover most of the same topics but go into a little more depth. Also, you are expected to do a little more by yourself. In many classes, you will find more word problems and applications. Some of the problems might be a little harder too. All in all, they are very similar and I teach college algebra so I know.
Math is taught like this: Pre-Algebra, Algebra I, Geometry, Algebra 2, Pre-Calculus, Calculus, Trigonometry. Algebra I is similar to Algebra 2, but Algebra 2 has more difficult concepts, such as imaginary numbers. Added: I would have put statistics and trig in between Algebra 2 and Pre-calculus. You review trig in precalculus and statistics is the first transferable math course in college.
