The authors of some textbooks label certain exercises optional to imply that they don't have to be completed, but serve to give students and readers extra practice should they want it.
Of course, whether they are optional or not depends on certain factors. If you are doing them by your own choice, then they're optional (i.e. you can choose not to do them). If a teacher tells you to finish them as homework, then the exercises lose that "optional" factor.
