The meniscus is a curve in the surface of a liquid that is caused by surface tension and by the attraction between the liquid and the sides of the container. The bottom of the meniscus represents the most accurate measurement because the lines of a graduated cylinder are in the middle of the graduated cylinder.

it is easy. You use Mass divided by Volume. You can Remember it by a heart. The top is a M and the bottom is a V. Mass divided by volume. <3
You should always measure at the lowest part of the meniscus. The meniscus is a slight curvature at the top of a liquid in a container.
bottom
A measuring cylinder is used to measure the volume of liquids. A measuring cylinder is used for measuring solutions, liquids and also water. For example, a solution made up of salt and water could be measured.
Measure how wide it is, how long it is, and how high(top to bottom) it is and multiply them together.
You measure at the bottom of the meniscus.
You measure from the bottom of the meniscus. The top of the meniscus can vary wildly depending on the diameter of the tube, or the air pressure, or room temperature.

A graduated cylinder is used to measure liquid volume in milliliters, mL. When you place a liquid into a glass graduated cylinder, you will see that the "line" at the top of the column of liquid is actually curved downward. This is called the meniscus. When you measure the liquid volume, you record the volume in mL at the bottom of the meniscus.
With a tape measure. You asked. Outside to outside, top to bottom.
Top
you measure at the top. Typically, pie pans are 8 or 9 inches.
If you have a caliper this is really easy. Corks are truncated cones. Measure the diameter of the cork at the top and at the bottom, average them, then calculate the volume using the average diameter.
You measure around the middle not around the top and bottom.
Divide the mass and volume. Top by bottom.
A graduated cylinder is used for measuring the Volume of different things such as irregular objects. It uses the unit ml. It has a miniskus FYI that is when you use water and if you look closely you can see it curve at the top. You measure the miniskus a the bottom of the Curve. Also to find the Volume of an irregular object you first measure the water (starting volume) then place the Object in it and you will have your ending volume. then subtrct the difference from the starting volume and the ending and you will have your volume in ml.
