Mathematically, they are exactly the same. However, numbers in most languages (including Arabic, I believe) are read from left to right; the number line goes from small numbers on the left to bigger numbers on the right. From this visualisation viewpoint, the first may be better.

The symbol for greater than is >. If I were to say 9 is greater than 5, it would look like: 9 > 5. The other way to write it is 5 < 9, but this will translate to 5 is less than 9.
