On some things, yes, others, no. To generalize, if its electronic, then it probably has a control circuit that is still consuming some extremely tiny amount of power. If it is manually operated, it probably doesn't consume anything (ie vacuum, toaster, blender, oscillating fan, drill, etc).
If it has a light when it's off, it's using power (ie: that little red light on your TV, DVD player, the clock on a coffee machine).

Rusting copper is blue-green. This can cause a closed circuit ( no power ) if left unabated. Don't work on outlets without disconnecting the power supply first. You can remove them ( remember where the wires go ) and clean them or purchase new ones from a hardware store.

Jack up the car on the left side and the park plugs are an easy access on the left side of the motor.
Under the dash towards the center, you have to remove the lower dash cover and it should be just to the left of the two accessory power outlets. Hope this helps
The main fuse panel is at the left end of the dash and there's a fuse/relay box under the hood above the left front wheel well. Check both panel covers. The outlets are on a 20amp circuit, so if you don't find any labels, check all the 20amp fuses for a blown one.
