It depends on the rules that the players agree to. In general, no; one ace is not higher than any other ace, and you have to consider the entire hand on its merits - not just on the ace or aces that might be in it. As an example, an ace/king is higher than an ace/ten, and it does not matter who the dealer is.
Some people consider suit, making the order spades, diamonds, clubs, and hearts, but that is bridge convention, not Poker.
