Electricity is the movement of electrons - it exists in exactly the same way as water movement constitutes a river or stream, or whatever. This is a good question because there are aspects of what we term electricity that has a real and an unreal component in exactly analgous ways to a river. The flow of electrons would be the real part as they have mass, velocity and position. An EMF or a capacitance however does not have any of the aforementioned qualities and exist only as a gradation of magnetic and electrostatic fields.
