safe mode does not load all the drivers - if your sound card driver was faulty and you tried to use safe mode then if it loaded this driver then any problems would remain. The only way I know of to get sound in safe mode is to manually load the sound card driver with the command prompt

The purpose of Safe Mode is to run in a failsafe environment where you can repair problems that prevent you from running Windows normally. Sound is both unnecessary for most diagnostics and is a potential source of problems in itself. You should thus focus on using Safe Mode to restore normal functionality, not trying to add functionality to Safe Mode.
You don't. The entire purpose of Safe Mode is to diagnose and fix problems with your computer. Sound is disabled because it is unnecessary and in fact complicates the procss, particularly if the problem is with the sound card itself.
