Assuming that you mean heat to be the internal energy of a system or object. Than temperature is a method to measure this.

The second law of thermodynamics clearly shows the relation:

dQ = TdS

where Q is the change of heat in a system

T is the temperature

S is the change of entropy, which can never decrease per definition
