When an astronaut goes on an extra-vehicular activity (EVA) outside the space station, he will still be moving in the same speed and direction as the space station. Because of this, the space station will appear to be stationary to the astronaut (Unless the astronaut pushed against it, in which case the astronaut would drift away). In the event that an astronaut does accidentally push himself away from the space station, tethers and handrails allow the astronaut to pull himself back to safety.
