The easiest way is to use flash cards. Look at them, answer and check the back of the card for about 15 minutes before you go to bed. It should take about a month of doing this and you'll have them memorized. Your best learning is about 15 minutes and if you sleep on it, your memory will work for you.

For the 2, 4, 6, 8 times tables half it to 1, 3, 5, 7, 9 times table. MUCH Easier trust me!

Children have to recite their times tables because saying things out loud tend to help with memorizing the information. The same way that doing things hands on help to learn to do things.
