You can rename it, using reciprocals, so that the fraction becomes a whole number.

For example, if you have a rate of 2/5 per 1/2, doubling both gives 4/5 per 1 which is a unit rate. Alternatively, you could multiply both numbers by 5/2 (the reciprocal of the first number, 2/5) giving 1 per 5/4.
