I would never intentionally use a device that had been damaged by a short circuit if there was physical damage to the device such as melted metal or insulation, pitting or general oxidation of the contacts.

If you plug an electric toaster rated at 110-v into a 220-v outlet what will the outlet current in the toaster be?

It doesnt matter you will smoke it. The current in a resistive circuit is proportional to the voltage. If the voltage doubles and the resistance is the same (elements) the current will double and burn up both the elements and the toaster wiring. Look up "ohms law" for current voltage and resistance effects. Don't try it..

An electric clothes dryer draws 22 A of current from a 240 V wall outlet How much power in watts does it use?

An electric clothes dryer demands 22A from a 240V outlet at approximately 90% Power Factor. The power demand on the outlet should be about 240V x 22A x 0.9 = 4.75 kW. The active components in an electric clothes dryer are the heating element (100% PF) and the electric motor that turns the tumbler (70-80% PF). The formula you are looking for is W = I x E. (W is watts, I is current in amps, E is volts)

Can you use a 15 amp 115 volt device in standard outlet?

The outlet is connected to and protected by a breaker or fuse in a main electric panel. The outlet should be sized to the protection. Usually utility outlets in a residence are either 15 A or 20 A. If there are multiple outlets on a circuit then the total current cannot exceed the protection value of the breaker or fuse.

The current in an electric motor comes from?

Power plants (fueled by elements) produce the electrical energy that circuits to an outlet that you can charge an electric motor with a plug that is wired to an electric motor. Or if it is a vehicle with an electric motor, you electrically charge car batteries that produce the current to the electric motor.

Is it a fire hazard when the wall outlet that has an electric heater plugged into it is hot?

Yes and Very Possible! Bad connections cause heat so the outlet may be defectice. The outlet or the supply line may also not be rated to supply the current (amperage) required by the heater.
