Simply by inserting the cotton bud in the both ears. Another option: Look for a sleep aid machine. I dont know if they even sell them anymore. It sits on the night table and sounds like sand hitting paper. They also sell a white noise generator which is good for drowning out other noises. You can adjust the volume to compensate louder noises. If you live too close to a runway, contact the airport and see if you qualify for a noise reduction kit for your house. The airport sometimes has to pay to get houses in flight paths insulated. See if this is an option in your area/neighborhood. If not , try insulating the roof/attic with twice the required insulation. If all else fails, they sell ear mufflers/headsets with noise blocking capabilities.
