Percent means "out of 100", so put the percentage over 100 and then simplify the result by dividing the numerator and denominator by their highest common factor.

If the percentage includes a [terminating] decimal, make the numerator a whole number by multiplying it by a power of 10 and multiply the denominator by the same value. Then simplify as above.

If the percentage contains a fraction, then, if it is a mixed number make it an improper fraction first (multiply the whole number by the denominator and add the numerator to get the new numerator and put over the original denominator) then, instead of putting the percentage over 100, multiply the denominator by 100 and simplify as above.

eg:

25 % = 25/100 = 1/4

12.5% = 12.5/100 = (12.5x10^1)/(100x10^1) = 125/1000 = 1/8

33 1/3 % = (33x3 + 1)/3 % = 100/3 % = 100/300 = 1/3
