Bolt size depends on how much load the bolt is to see in operation. The bolt size is chosen to be torqued, or pre-loaded, to a value that exceeds the expected maximum operational (or non opertaional survival ) load. Th epre-loaded value shou dnot exceed 50% of th bolt's ultimate strength.

For example say the bolt load in operation is calculated to be 600 pounds. You can choose a 10-32 staeel bolt rated at 1600 pounds strenght and preload it to 800 pounds by torque wrench. You need to convert torque ooald with standard formulas.
