if you are using beam element no problem to apply the torsional BC.
if your using a solid 3D element, you dont have a DOF as Rotation (Rx,Ry, Rz).
therefore once you meshed, change the co-ordinate system to Global Cartesian to Global Cylindrical. apply the force by picking the nodes of the the component.
