Assuming that you have more than one of each size jug (you need at least two of one size and one of the other), fill the 7L jug, then pour the water from the 7L jug into the 5L jug. There is now 2L left in the 7L jug. Get a different 7L jug and fill it, then pour that into another 5L jug (or empty the first 5L jug and reuse it). Once again, you will have 2L left over in the 7L jug. Pour that 2L into the other jug with 2L left over and you will have 4 Liters of water.

Expressed mathematically, (7 - 5) + (7 - 5) = 4
