With great difficulty.

Top speed on the flat for a regular looking bicycle is thereabouts, but I think a human rider needs a bit more time to achieve that.

Someone like a DH MTBer (Downhill Mountainbiker) might be able to pull it off, if he finds a slope that's steep enough.

Otherwise, you'd have to look for assistance of a mechanical nature, getting towed, sticking an engine to the bike etc etc
