Wire it to a metal ground rod driven 6 to 10 feet into earth. In some places it is also allowed to wire it to the metal water supply pipe.

You can test the water for chlorine levels using a pool water test kit. Mains water typically contains chlorine, which is used to disinfect the water. If the water shows a chlorine residual, it is likely mains water.
If the plastic box has a ground wire attached to the GFCI and the ground at the fuse panel, you do not need to ground the box itself. As long as the ground wire is connected to the GFCI and the fuse panel, the box will be effectively grounded. Just ensure that all connections are secure and properly fastened.

The Vita's charger comes in the box. It is in two parts - one with a mains plug and adaptor, the other has a USB plug and one to fit into the Vita. You can use the latter to charge directly from a PC, or both together to charge from the mains.

The neutral is the ground The neutral is NOT the ground. The ground is defined by a third bare or green wire in some cases. Look in the back of the receptacles junction box. See if the ground wire is bonded to the box but was not long enough to bring it out to the receptacle. With a tester you can check to see if the box is grounded. Place the testers red probe on to the black wire and the black probe on to the electrical box if it is a metallic box. If a voltage is noted, then the box is grounded. When the receptacle is reinstalled the ground will be picked up through the mounting screws. Or you can extend the ground wire at the back of the box and connect it to the green ground screw on the receptacle.
