The best way is to not lie. See, when lying, it is best to stick as close to the truth as possible, to make the lie plausible, and to minimize the number of people who are involved in maintaining the lie. If you will be going with someone (who's company your parents don't object to too much), just say that you and so and so are going to go camping, to the beach, skiing, or something to that effect. Make sure to bring appropriate equipment. If you can accomplish your actual goal AND go camping or something to that effect, it's ideal. Be sure to take pictures of you and your friend doing the activity you told your parents you were going to do.
Extracting money from parental units is of varying difficulty. If the sum you need is more than they normally fork over without comment, it might be easiest to just use self-control and not spend your usual $20 for the mall or even save your lunch money until you have sufficient money. Quietly selling a valuable item (not a family heirloom) that you own is a possibility, as is performing a large chore such as cleaning out the garage. Of course, they might just be willing to finance your camping trip, or at least understand what it is that you're saving money for.
Do be aware if you are going to be crossing state borders on your trip that you may be putting your companions at risk of being accused of transporting a minor across state lines for immoral purposes or something to that effect.
