(10 + 10)/10 = 20/10 = 2. So you now have used 3 of the tens, just do the same again and you've used six tens and have another 2. Then you can have 2+2 = 4, or 2*2 = 4.

Here's another way: (10 + 10 + 10)/10 =3. Then add (10/10) which is 1, to get 4.
