Put an odd number of cupcakes in each bag and keep out 1.
Example:
1, 3, 5, 5
3, 3, 3, 5
You can't do it if you don't keep out an odd number of cupcakes. Any even number (the four bags) of odd numbers (cupcakes per bag) will give you an even number.
