there are bonds in the hair, kind of like a metal link chain that are in place to determine the curl or straightness of the hair, a perm breaks those links, and sets them in a new position permentantly.

What do perming lotions and neutralizers do to the hair?

These can age hair or dry it out. However there are many shampoos you can use that undoes these affects. Perming lotions chemically rearrange the disulphide bonds (which give the hair it's strength) within the hair cortex (inside the hair) to make it wavy/curly. The disulphide bridges are split by the addition of hydrogen from the perming lotion. New disulphide bridges are formed and the hydrogen chemically changed. The neutraliser is added to stop this process. The neutraliser is an oxidising agent and supplies oxygen to the process. The hydrogen reacts with the oxygen and turns to water (H2O). And thus stops the perming process. If it were not stopped it would cause irreparable damage to the hair.
