That's a pretty pointless question, as the bike by itself won't be going anywhere by itself. Bicycling performance in general is much more about the rider than the ride.

On top of that there are several different kinds of bikes and several different ways to ride. For something looking like a regular bike being ridden unassissted on flat ground fastest speed is about 60 km/h. Then there are faired bikes with the riders sitting in a streamlined shell, they are faster. Then there are bikes and bikers that are screened from the headwind by a vehicle travelling ahead of them which are even faster still.
